military expenses at fixed 50bc

i have to pay 50 bc/m minimum for military expenses, even if I lower the slider to 0. Why is this happening ? Is this any kind of penalties ?

any help will be greatly apreciated

Yep, maintence. Disband some or all of your fleet, and you'll find that number will decrease.

Be nice to have a seperate figure for military maintenance like you do with the building maitenance. Hard to tell how much money is actually going on spending at a quick glance.

There is, look at expenses.
You will see what your maintanace is.

No the military figure includes maitenance and how much you are putting into military production. You get seperate ones for Social.
