are there any windows patch or visual studio runtime file i need to run galciv writer?

Depends on which version you are using... For V1.3 found here: http://www.ctuit.com/bill/galciv.htm you need to install V1.0 before you update to V1.3.

For V2.0 Alpha 11 found here: http://www.diplomats-empire.com/writer/writer_004.htm you need to have installed the MS dot Net Framework. You can get it from the MS Windows update site here: http://v4.windowsupdate.microsoft.com/en/default.asp
