Max number of trade routes?

The last game I played I was allowed a max of 10 trade routes, even though I had the technology for more. My trade attribute said +11.

Is 10 an intentional hard limit or is it a bug?

I ran into that. I don't know if it's intentional or not. It's odd that they give you more techs than you can use. I hit this limit even if I don't take a trade-route enhancing pick at the start of the game.

Yes 10 trade routes is the max in the game no matter what tech you have.
