1.03, United Planets law - Bug

In my last game the "United Planets" has a law decided, to switch for 3 years to "Star Federation".
After the three years the game isn't jump back to the old government. Star Federations was still the actual, but after a manual switch no longer available.
It was very hard to my to detect a significant difference, so i don't know if the Star Federation works correct as UP law ....
