I guess the easiest race to turtle with is the TEC. Their repair stations are quite a bit better than the other 2 races', so they'll keep your defenses alive longer, and you can build a planetary shield structure to make it a lot harder to get your planet blown up.
As for tips.. honestly, I would say don't try. Defenses in Sins were fairly specifically designed so that heavy turtling will not stalemate a game for a long time. Don't expect to be able to get your defenses capable of making the other guy smash waves upon waves of max fleet cap fleets at them, because defenses are not sufficient to stop those.
