TA 1.96 Civs won't expand

Just downloaded TA 1.96 update. Other than Terran, the civs don't build colony ships and expand.

The *very* latest? A new build went up today which should resolve this.

I am experiencing this issue, too. Difficulty is set to painful, the in-game stats-menu says the AI is "gifted", yet the civs don't expand beyond their home system. Running TA 1.96

Sorry, I wasn't aware of the update. Everything's fine, I'm getting my ass handed over to me by the painful AI.
