vasari kostura cannon flair effect error

when i try to build a kostura cannon an error occurs on several computers

I have had this happen with several computers with entrenchment while playing vasari and I click on the kostura cannon build button on a planet, the following error message pops up/behind

*** No more room for "Flair' effect

upgraded to 1.02 then 1.03,1.04, 1.05, 1.12 then entrenchment

playing as vasari in sp
