Can you buy Sins of a Solar Empire for a friend through Impulse, and have the ability to download it go to them?

Steam has a similar feature, but I'm not sure if Impulse allows you to buy a game as a gift to give to a friend with their own Impulse account.

Yes, Impulse does have a gift option You pay for it, and it gets registered into their account.
