Not really, since the mine would only be disabled while there's a scout detection in range. As soon as the scout leaves, the mine is enabled again. Think of it as jamming the mine. If the scout reveals the mine, it's not a far stretch that it can also prevent it from detonating. But as soon as it gets out of range, the mine's good to go again. So, you would still need to progressively clear a mine field, it would just save the jump-in and ships turning headaches.
