On paper, this ability sounds great. I mean, who doesn't dream of raining meteors down on an enemy fleet and laughing maniacally while watching from the Transcendia's observation lounge?
In practice, it doesn't work so well. Sure, it does what, 600 damage... but only to shields. Yes, it can affect pretty much the whole enemy fleet if it's clumped, but after one shot the majority of the ships will have their shields down, and any further shots just make sure that their mitigation stays capped because the meteors don't affect the hull. Even with the weapon bank changes you still only attack a handful of ships at a time, which means having the rest of the fleet with no shields is not really that useful.
So, I propose this: make it do hull damage. Lower its damage amount a bit, and give it a target limit (~10-15 sounds pretty good). Or keep damage the same, but increase the cooldown. Whichever. It will need a target cap if it does hull damage though, otherwise the AI will never be able to take down the base before its fleet is crippled since light frigates and long range frigates are still a very good bulk of their fleets.
Hull damage with a target cap will, in my opinion, make the meteor shower ability quite a bit more useful since you'd actually be able to blow some ships up with it
