[Done]show starbase range upon placing the ability

I don't know if it's possible to do it, since it's a unit ability, but I think it would be great if we could see the range of a starbase upon placing it, similar to seeing the range of the turrets, repair bays, etc. when you place them from the menu. you kinda get a feel of it over time, but it would still be helpful.

that's how it is with turrets, etc.  also, it might work if you hold alt when you are placing it.  not sure, but that show the ranges of already built buildings, i know.  maybe unbuilt ones, too.
