For a balanced fleet:1 Akkan, 2 Kols, 27 Hoshikos, 10 Carriers, 30 LRM, 30 Flak
Akkan would have level 3 range boost, both Kols would have level 3 flak, carriers 2 bombers each.
Would be set to hold position with Akkan in the center and Kol on each side a bit ahead. LRMs would be clustered around the Akkan and behind the Kols, the carriers would be at the back. The Flak would have 4 on each side of the Akkan with the remaining 22 in a circle around the fleet but still within range for the range boost from the Akkan. The repair cruisers would be spread evenly through the fleet.
The two Kols firing their flak at the same time should be albe to make a significant dent in any strikecraft attack. The flak with the range boost should be able to finish off what is left of the strikecraft. With range research and cluster warhead plus the range boost from the Akkan the LRMs will outrange anything except for a similar combination. The bomber may lure fighters to attack them instead of the LRMs, if not they should be able to do a bit of damage the enemy. With the fleet set to hold position, the only choices are to try and overwhelm it with stikecraft or go and attack it resulting in it getting the first shot due the range boost.
Maybe drop 7-10 Hoshikos for more Carriers, some Kodiacs or a command cruiser or two, if permited drop 1 for a constructor to build a starbase behind the fleet and get defense, shipsyard and docking boom upgrades.
The LRMs would be droped for heavy cruisers, but that would cost the fleet a bit of range.
Unbalanced: 3 Kols, 97 carriers with fighters.
Maybe unbalanced: 1 Akkan, 2 Marza, 97 cobalts. Use armistance to get into the middile of an enemy fleet, when it ends the Cobalts should reek havok with sabotage reactor and the Marzas can missile barrage. Ideally, the cobalts will use sabotage reactor on all ships that can interupt the missile barages. Of crouse, that all depends on the cobalts getting off sabotage reactor before they are destroyed.
