hmm personaly I dont think the game would be well suited to a campaign, it was obviously designed as a massive (and I think primarily single player) skirmish game and thus making a campaign could be hit or miss
I disagree with this - in fact, I think it'd perfectly suited for a campaign. For me, the best thing a campaign can do is, if properly designed, act as a tutorial mechanism. The campaign is laid out in a number of chapters, each of which gives you specific goals to accomplish before reaching the next stage of the game. Each of these chapters has an increasing number of options made available to you, so it walks you not only through the storyline, but also the tech tree and the available ships, upgrades, etc. This is then expanded upon by creating three separate campaigns, one for each of the races - similar to the three story lines available in Starcraft (each building on the other) or Supreme Commander (three alternate outcomes).
In the end, the game works well as it is, except for the pitfall that you have to keep playing over and over again to teach yourself all the different ships, capabilities, tech trees, contermeasures, economics, etc., which could have been nicely laid out in a campaign. (For example, I've been playing for over a year, and just discovered what the "Embargo" capability reallyis, and why/when I would want to use it - a minor chapter/mission could be "use your ship's embargo capability to sneak past the starbase and destroy the media center")
