proposed addmendment-> of armements to-> civilian ship safty act

  the Civilian Ship Safty Act(CSSA), it is addressed that, "increases the hull strength and armor of construction frigates,trade ships and refinery ships"

the argument

while tradeing with allies and neutrals the CSSA protects ships under classification as civilian ships, being construction frigates,trade ships,and refinery ships. This only increases hit points and armor, it is not  enough protection.

proposed salution

 adding armements such as flak canons or emp blasts would signifently increase protective capibility of civilian ships while in times of war and peace.

any other thoughts would be most welcome.

im honestly more inclined to add a weak EMP than an offensive weapon... i mean, you dont want to fight, you want to run away and stop them chasing you, so...

How about a simple cloaking ability.  There are two possible ways to accomplish this.

1.)  The cloaking ability lasts for 20 seconds, approximately one or two gravity wells, and has a cooldown time of one or two minutes.  This is automatically used when the civilian ship detects enemies in the same gravity well.

2.)  With the upgrade purchased, civilian ships are always cloaked.  However if they are constructing a building or phasing, etc., they are uncloaked.  An additional possibility is that they are always detectable within a certain range (vision) of an enemy vessel.

1. No, how the hell will you accomplish your goal of interupting your enemies supply chain and economy if you cant see the damn tradeships and slow his construction if you cant his construction frigs. If somethings to be added it needs to be defeatable.

2. Still No, while Construction frigs would continue to be destroyed if their in your cluster, they probably wont be a target. The idea is something that protects them outside of the cluster. And for Tradeships, have you ever destroyed a ship about to phase out that your units just happened to notice was there secs before a phase out? no you didnt, because it takes seconds to reach that end of the Gravity Well even when in close proximity.  You can see ALOT in this game. So define certian range. Considering ships can scan entire gravity wells and give you a heads up about an object buried on an unknown planet. Im pretty sure their scanners are able to detect an anomoly that would appear from a moving "cloaked" ship on the opposite side of the GW.
