Making Starbases Movable

I've been trying to get all the starbases to move but cannot seem to get it working. I've changed all the starbase files to the base vassari parameters as follows.

rotateSoundName ""

rotateFacingType "None"

rotateConstantly FALSE

maxAccelerationLinear 40.000000

maxAccelerationStrafe 4.000000

maxDecelerationLinear 500.000000

maxAccelerationAngular 0.500000

maxDecelerationAngular 9.999996

maxSpeedLinear 325.000000

maxRollRate 1.000000

maxRollAngle 15.000000

mass 10000.000000

What else do I need to change?

I edited my starbases so they could all move, and copy the end of the vasari code was exactly what I did. Keep in mind that the TEC and Advent starbases will not move on their own unless you tell them to (via tactics menu). They'll only move when you specifically tell them to unless you change that.
