I was wondering if it was possible to mod in Possible factions or allies of the Diplomacy tech tree to include, Dwarves, Elves, Trees, or anything else of Mythical Lore? Thanks.

Well that to incorp. them into my army. Also having multiple cultures you could do missions for them and get something in return.

Yes, it is possible to mod in a unit that is only buildable in a city with that particular resource built.
