Diplomacy Exploit (Minor Bug)

Diplomacy Exploit when dealing with other Factions on Diplomacy Screen

There seems to be an exploit where you can donate resources you don't have for the relationship boost.

Like say you have 0 Metal... you can just click on Donate Metal for all the factions and get an essentially free relationship boost early game with AI factions.
