Titan for the Vasari Loyalist Titan does not complete and stops at 75 %

The Titan for the Vasari Loyalist Titan does not complete.

Titan foundry located at capital system.

Construction will begin and the progression will go up till about 75 % is complete and will stay there as the construction animation will stop.

I am able to cancel and rebuild the Titan however with same results at the 75% complete left on the Titan.

you might also need 4 labs.

I just started playing this game today.

For those that didn't see an answer to the question,

There is one research to START the creation of Titans and another that you need COMPLETE the creation.

Those that get stuck at 75% have not completed all the research.
