How do i use the "Stripped to the Core" tech?

I've gotten this tech a few times, but can't figure out how to activate it. It says you can strip a planet to it's core after abandoning it to get lots of money and metal. How do you abndone a planet and activate this tech?

It's the same a scuttling a ship. Ctrl+S (I think, you can change it in the hotkeys options) or the yellow and black caution bar at the very bottom of the GUI under the unit pictures.
