Not directly, but you can change the market prices and range to the point that no one will never have the credits to buy from the black market. I do not believe any mod currently does this though.
That said, the AI is totally reliant on using the black market though, disabling it would probably make the Easy-Hard AIs almost brain dead. You'd need to give them another way of dealing with resource shortfalls.

So the solution is two-fold: make the black market unaffordable, and have the AI assign more weight to planets based on asteroid count. Is the latter possible?
There is not a whole lot we can mod with the Sins AI, whatever you mean by weights I'm pretty sure it would not be possible. You could try just greatly increasing resource asteroid production or giving the AI a huge bonus to resource generation, but there is really no way to know without trying it.
If you're curious, you can try making a mod yourself by making a new folder in your mod folder called "My Mod", then in that folder make a folder called "GameInfo". Then go to the Rebellion install directory, go to its "GameInfo" folder, and copy its "Gameplay.constants" file. Paste this file into your mod's empty "GameInfo" folder. You can then open the copy and modify it as you please, try searching for "market" to find the black market related lines. You can then enable your mod to see how the AI handles it.
