Can't Declare war on humans

I'm playing as the Dregin, just got some transports and battleships together and was told when I tried to attack I can't declare war on the humans? What? We have no treaties, the UP hasn't met yet.

 

Why would I not be able to declare war? The option is also greyed out on the diplomacy screen, if there is a reason for this I'd like the game to at least tell me why.

 

Anyone else encountered this?

Probably it is the 50 turn trait from the pragmatic ideology

Which, I believe, I read is broken and have experienced in my own games. Any AI that picks that trait has it for the rest of the game. The last game I played both the Terrans and Thalons (both are pragmatics) seemed to have it and I was never able to declare war on them for over 250 turns after meeting them and then seeing the trait activated. Haven't really read the change log much for patch 2 to see if it was acknowledged and/or patched.

What's really crazy is the game doesn't tell you why you can't , just that you can't.  I forsee a lot of puzzled players raising support tickets.
