In FX program click on 'transitions' and check 'run in fall back mode'. Your system should run fine in either mode..this sounds like the infamous Windows XP update 811493. Check your add and remove programs in the Control Panel (Hotfix) and if you have it, uninstall it...
Also make sure you have latest Ati drivers...think it's 3.4.....

A radeon 9500/9700 card will run windowfx transitions fine in best mode.
You need to ensure you have the catalyst 3.4 drivers from ATI (latest drivers) and in the performance page of WindowFX you may need to press a button to enable hardware support.
Then reboot and it should run well

Ah good to hear.
One other tip: If you can, run at 16bit color instead of 32bit color. Then the card only has to juggle 2 bytes per peixel instead of 4 bytes (i.e. it'll be twice as fast).
