Ai performance has degraded again.

Ai players had greatly improved sometime before the new release, but things seem to have regressed again. Ai players don't seem to be upgrading their planets or much of their tech trees. I know Ares or whatever it was called was delayed until later, but things were starting to look good until latest patch. 

I really like the changes and the new faction so I am not complaining about any of that, but it would be nice if the Ai players actually did something beyond the opening of the game.
