I have noticed that several techs that I learn, I will gain +1 policy. I thought policies are no longer in game. They have sort of been replaced with accords. Can I activate another accord? Is the tech description in need of updating to reflect latest patch?

Yeah, that's normal because the game and tech were built for the default government, the Colonial Charter. So it's normal that you will still see stuff related to the default government type in the tech tree. We actually see stuff related to other gov. also from time to time.
