I was not necessarily asking for a specific reason or to get an answer to any specific scenario. I just thought it was a conversation-starter that might illicit some interesting discussion. Thanks for your comments. I agree with the thought of only giving out "x" number of breeder licenses per year. And the puppy mills should be shut down and laws become stricter on abuse cases. People also need to stop giving animals away in ads reading "free to a good home" and the like.
