So what's the "recommanded" specs to run this game without lag?

I'm running this game on my T61 laptop (Core2Duo T7500@2,2Ghz, 4GB RAM, Nvidia Quadro NVS 140M). I'm playing on higest setting, 1280x800, no AA When I start a map(small or even huge with only 3 AI players), I get 80-120 FPS, but when I reach about 1000 fleet capacity(not 1000 units), the game slows down to 20-25 fps. And when a battle begins, the framerate just dropped even more and steady at 10fps. I dont know whats wrong since : 1. I've tried on different OS (Xp x32,
