Y'know, instead of all-or-nothing 'cloaking', why not just define a 'stealth tech tree' of five-six levels... Stealth Plating I-II-III, Scanner Interference I-II, Cloaking Device. Stealth Plating would have a rating of 1, Scanner Interference would have 2, Cloaking Device would have 3. So what would they do? More annoying, to me, is that all ships (yours and nearby enemy ships) all auto-survey the same things... resulting in 'races' to the nearest anomaly, after which all the nearby scouts turn and head for the next one. You'd think the ones who'll ose would realize it and turn for something else so they can at least survey -something-...

I can see the OP's point, because research in this game is different than, say, MoO. MoO, unless you were Creative, you got to pick one tech out of a handful to research. As such, each tech offered a fairly sizable advantage. Cloning centers gave a massive boost to population growth, Walker Garrisons gave you a highly resistant-to-invasion ground force, and whatever you didn't choose to research, you'd have to try and trade for.
