While I agree with the risk assessment as stated, for nuclear power to be a viable option someone is going to have to build and maintain reactors in Africa, the MiddleEast, South America. I have reasonable faith that the French, Americans, and even us Canadians can safely run the system, I have less that reactors in "third-world countries" will be safely run. In a pure biological sense, the sentience or complexity of the population doesn't matter. On the character issue I completely agree with you. However my point was that neither are "natural" selection pressures, the biological definition of evolution doesn't differentiate between natural and artifical selection.

In my defense, I was merely giving the more general case as not every mechanism of tolerance is a metabolically crippling mutation.
