In my experience, you won't win the game with culture (unless it's an MP game and your opponent sucks, or you are playing against easy AIs), but you will lose the game if you don't research culture. You need it primarily to counter then opponents culture (thus protecting your border planets from revolt) and to slow down enemy colonization of your territory if you lose a planet while your main fleet is distracted.
