Question regarding Sin's mod folder in Sins Modding Sins Forums

Ok I've done a bit of searching for the question couldn't find the answer, but when i tried to start adding mods to my sin's game and after a bit of searching through my pc, the directory that the mod database for Sin's to call from does not exist. The game lists the directory as being C:\Documents and Settings\Kyle Hayes\Local Settings\Application Data\Ironclad Games\Sins of a Solar Empire\Mods. Yet once i fallow through to the second part the local settings folder does not exist, it i
