Population stuck thgouh approval rating 100% in Galactic Civilizations II GalCiv2 Forums

I, On my mother planet Earth (PQ10), the population is stuck at 17.42, though the screen shows approval rating of 100% (I had added several improvements to keep high approval). I built several farms and food should allow 29, so even taking into account the max pop for a PQ10 (I read it should be around 26), I'm far from these limits.
