Regarding the pointer. Sometimes its due to the slight elevation changes in the UI. If you can share specific examples that will help though.

Do you have a save game for this? Are you using mods? I did test and the crime is modified but it doesn't immediately do a UI update. If anything will appear on the next turn. Regarding the approval there are culture perks that cancel out crime. The Mimot typically have the Pacifism ideology there is a Charity perk thats -10% global crime. There might be other reasons your seeing what your seeing. If you can share a save it will make it easier to look into.

If you register it to your Stardock account you can download the digital version with the 1.4 update. But if its already registered you mayneed to buy a new copy. If you don't want to use Discord you'll need to setup an account with something like OneDrive, Google Drive, Dropbox etc... and post the save here then follow the process for the relevant platform to share a link to the save file.

Discord just makes it easier That said depending on the faction it might already have a capital. Things like Father Tree, Mother Hive, etc... are capitals. Likely that is what is going on.

Thanks for sharing the save. I have seen when two planets are very close together the shipyard will become shared but will only get the benefit of one shipyard. To get around this you you'll find the shipyard will typcially appear in the south east of the planeet so you build at the Ruined Ringworld first and then Wardell 1. I don't think they have a counter. That said the cloaking device uses a ton of mass. I recommend fast firing weapons like kinetics or beams so when it does appear you knock down its rather limited defenses and do as much dmg as possible before the cloak recharges.
