The game does indeed use those setting files, but due to past issues with old versions of config files causing issues after updates, the game will reset the settings if it detects that they're not from the same version.

Contact [email protected] and request a merge of the various addresses, that should get everything in one place.

The "C" bit is just a bug in the error message. You should be able to right click on sins in Impulse and pick the reactivate option. If that does not solve it, contact support as above.
