I think the big thing that you are missing is that the Advent Deliverance Engine ignores starbase Aux-Govt type effects. Those effects prevent bombardment from causing loss of control of a planet, but since the Deliverance Engine is culture based, you can use it to help break a defensive line by simply stripping the planet out from underneath the starbase.
