Another Idea. What if Caps ship were on a parallel command point system than the rest of your fleet. For instance, each planet you control allowed you to build another Cap ship. So you can always build one at the beginning because you control one planet. But with every planet you take over you can build another Cap ship. Maybe Volcanic planets allow you to build two more.

It is clear that Capital ships are a special part of the game experience and that it seems disproportionately easy to get a capital ship vs getting a cruiser in term of the research involved in unlocking the ability to build cruisers. I am going to attempt to summarize my most recent game which took about 6 hours. I started a medium size system with three stars and 8 players. No flagships, medium resources, pirates. I created three teams: team one was Me and another AI on Medium. The other two teams were three AIs with one of the AI on each team set to Hard. I have request. I navigate a lot in the game by scrolling out with my mouse wheel and scrolling back again to zoom in on my cursor location. Sometime I happen to try to zoom in on the place where I get whispers and instead of zooming in I scroll the whisper window instead. Is there a way to lock that window, or make it unresponsive to my direct control. It isn't really a priority, just occasionally annoying when I'm trying to move around the game field. Thanks.
I've now played a number of games on small and medium sized maps, and I have to admit that I didn't realize that it was the size of the bounty that was spawning pirate attacks on my systems. I just assumed that because my fleet was growing large and I had a good economy I was getting pirate attacks. I have joined the Beta and while some of the features are limited for testing (I assume) it has been thoroughly addictive so far. It also seemed to get tweaked every day which means that the experience grows every day. So far so good. I can't wait until more of the races are unlocked.
