It's gotta be a really, really messy crash to cause this sort of thing rather than just not responding. What other games is it *not* locking up in? I think there might be a bit of an issue with how random ships are spawned in Insurgency as well as in Phase Gate, etc.. Basically, anything with a "weight" option. It seems that while it's easily possible to give weight to certain classes of ships to spawn in, the number that spawn in total seems to be highly random and quite small (between 1-4 ships). This has some impact on my mod(s). Could I get a clarification of how exactly this works? Is there a random # of ship limit hard-
Local militia and neutral civs are not the same thing. The latter are relatively rare and have bases, the former are in every star system. OP, check Galaxyscenariodef. You might be able to 1. remove all the ships or 2. set them to Weight 0 so they don't spawn.

Bump is when all your vertices get fly and funky fresh is fully in effect. You bump with the best, you grind with the rest, then you get down. Alternatively, bump mapping makes flat things look less flat - it makes relatively basic models look like they have complex geometry.

Am I the only one that thinks this is a solution in desperate need of a problem? It's quite easy to make a basic ship mesh in any modeling program. It's much harder to make one that's optimized, UV map it, and skin it.
