Load mod on startup dosen't in Technical Sins Forums

When I load a mod and tell it to load on startup it dosent. I have tried with many different mods and it dosent work with any of them. i am using version 1.05 and windows vista. I have been having trouble with this and have searched around but nobody seems to be having the same problem. Thanks in advance.
