I had The same problem until i updated the video driver. Before that i used to change the size of the window : 1. Choose a new size 2. The window confirmation appears. Click on cancel. You're done!

Try also to update the game, it may solve your problem!

Try to launch the executable of the game directly: go to "C:\Program Files\Stardock Games\Sins of a Solar Empire" and open the executable named "Sins Of A Solar Empire.exe". If it works without needing to reinstall, create a shortcut on the desktop with the address of the executable.
