Vasari Excavator ship. The one with the colonize and planet sucking special abilites. Also has a niftly little AoE field that prevents the enemy from jumping for a few seconds.. 10 or so i think. Use two, levelled up enough to have lots of antimatter, and you can keep your foe in fight indefinitely. Other than that, the warp inhibitors should really be a bit more.. well.. inhibiting.. Say they should at least prevent phase jumping through star lanes fully taken by your culture.
