Don't listen to the Vista haters, its a wonderful OS. Although you can save yourself $70 if you get Home Premium. Ultimate is pretty much Business+Home Premium+Couple Extras. Unless you need the business and networking applications, go with Home Premium 64-bit.
I think assaulting a heavily fortified position would be most fun! Honestly I can see the Vasari or Advent totally fleet oriented, due to them coming from other galaxies, but the TEC have been in their system for thousands of years, it would only seem natural to see them develop defensive weapons against pirates, moreso than what they have now. I was getting between 700 KB/s to 2.1 MB/s on wireless G, so sorta fast :P Depends a lot on your connection too. If you have Dial-up don't expect anything blazingly fast.
I don't think Bombers are very underpowered, max the research for their weapons and make 6-10 squads attack an enemy capital ship. You'll see shields and hull drop rapidly.
