That's really not going to do much, they can just turn around and warp back the way they came or if it's one of those multi-lane planets you can warp to a different planet almost immediately, I mean yeah you can have lots of overseers and perma slow them down but in the 5-10 seconds it takes to re-enter warp you're not going to kill much- plus it only applies to Vasari.

Everyone that thinks it isn't overpowered needs to actually try it, rush for 20-30 carriers then actually micro them, circle around the system and once his fleet gets close to you jump away. Even against someone who tries to counter the strat by massing flaks it just doesn't matter, you simply micro your fighters/bombers whilst kiting your carrier fleet. There's basically no risk factor in losing fighters because you can just replace them at no cost. The two biggest imbalances I see are

PJI's don't do enough to stop them bypassing systems, especially heavy cruisers which have a ton of health + intercept, they can just run through to your back systems and kill orbitals :| And no haven't really found a counter other than mass hangar defences at every world and seperate fleets of LRMs/carriers but the best option is just to go on the offensive, it's next to impossible to stop harassment without splitting up your fleets many times and then unless you harass yourself then h
