I can't figure out to save my life how to build Capital Ships. It should be quite basic, but I just can't figure it out. I feel retarded. Can anyone help?

This should be pretty basic, but I'm missing something... I have no idea where the option to build a Capital Assembly Bay is anywhere on the interface. Can anyone help. I feel so retarded right now.
