Does RA summon Caps as well?

So, I was thinking more about my strategy, and was wondering how many of you purchase your cap ships' level? At what point inthe game do you start purchasing levels for your cap ships, and is it better to level your ship with your money, than to invest in more cap ships (and their research). Is there a chart that shows the attributes gained per level someone could link to me? Thanks for your time and replies. =)

When I first started playing the game it ran quite smoothly, and I didn't seem to have any problems. Up until a week or two ago I have an intermittent problem in which when I zoom in real close to a system to see the ships, the 3d objects are scrabled across my screen. Like a jumping array of polygons. (I'll try to grab some screenshots next time ) I can zoom back out and the game will play fine.
