In 1.03, when you load the game, you have to reconfirm the options before starting, otherwise they default to normal fleet size and unlocked teams. edit: Cyrus beat me to the punch :P
Tnx, I missed #6 when reading somehow. That doesn't change the fact that settings should be remembered in saved games, so I still consider this a bug.
