I have the same problem. Playing with v1.02. I found it out as I was wondering no ships were built at my shipyards. I had to deconstruct the shipyards and rebuilt them again to make the yards work again. Looks like a bug for me. Since I really watched for like 10-20 minutes and they were disabled all the time. Please put on "to do" list for next patch.
