Advent get 6 levels of culture upgrades. The other races get 4. If a Vasari received equivalent Vasari bonuses in maxed out Advent culture, they would get a 22.5% increase in damage as opposed to a max of 15% in their own culture. That wouldn't make sense, and it would strongly discourage any non-Advent players from researching culture as they would get better bonuses while in Advent culture anyway. The siege platform takes 40 seconds to build. Seeing as the Desolator has to be within 2600 units of a planet to cast it, and the siege platform can hit a planet from 3000 units away, I'm guessing it's this delay that makes it seem non-functional.

You can review them to see exactly what everyone was doing at any point in time, including their opening build orders.

If I had max resources, instant upgrades, and "an insane cap on my planet structures" I'd have Novaliths raining down death within 10 minutes. There's no way I could possibly go 10 hours with that. That's an extraordinarily long power trip.
