I think it may be a mistake to consider any space-based strategy game a 4X game. For me at least, one of the defining features of the 4X template is the ability to both write your own story and control all aspects of your empire. If a campaign were to be implemented, it would be hard to do so without restricting both of those things. I would say that 4X games traditionally don't have a campaign because each individual map takes so long to complete. It's true you could string together a series of smaller maps, but adding a series of progressively larger maps would just dilute the experience without really adding much in my opinion. You would take away what makes the game special, it's 4X scope and epic scale, and reduce it to a kind of crappy Homeworld mod. On the other hand, some more personality or sense of story injecte

It seems to me that using heavy cruisers supported by flak frigates and support cruisers isn't really spamming any more. It's creating a balanced fleet in which the different elements cover each other's weaknesses. This just seems like good strategy.
