Ok the specific building may not work because of balance. How about a 1 Civic research everyone gets that gives you access? Like the colonize Volc/Ice world upgrades.

Another solution is to require some type of building before access to the black market is available. Say one trade center (or whatever it's called). That way it balances out for all, and the race to access the market becomes another strategy.
On the group jump issue, it is a pain with large fleets. The need to wait till all ships have cleared the gravity well, but once a ship has cleared it, it stops and waits. A simple fix would be for ships to keep moving away from the gravity well when setting for a group jump, instead of stopping at the border and blocking other traffic behind them. They don't have to get into a formation to be effective, just all jump at the same time. It is silly, a traffic jam in 3d space.

Also add more stats that make this type of player look bad, and the kind of player you want to avoid. Stats like average game time, quits vs surrender vs disconnects, games finished or played out vs drops etc. The more information available about how a person plays, win or loose, will make people who think these stats matter re-evaluate the value of a loss, vs the other stats that indicate they are a bad player and poor looser.
