I'm having this problem too. I just got 1.03 and it happened for the first time, but I'm also playing for the first time on a five start system, which I think is the reason the bug is happening. My starting planet in my starting system is in the corner farthest away from all the other systems, and I find I can't scroll (using either the mouse or the keyboard) towards it when I'm close to the center of everything. Just FYI, I'm running Vista Ultimate and having no problems at all. In general I find games run faster on Vista, except that SOME games don't run at all or crash because they're not completely compatible...
