Sounds good, but I would also recommend implementing an AoE cap, something that would limit the maximum damage you can do with one ability. This would make AoE less OP and more balanced.
I agree with the OP but I don't think losing all levels is enough. If you lose your Titan, you should never be able to build another one, ever, even if you play a different game or even if you reinstall the game. That would be hardcore.

Just throwing it out there to see if people back this. I, personally, think all starbases should be able to move about the gravity well, and phase jump since it effectively gives the player 2 titans on the field whereas all other factions only have 1. This is me trolling and hating. As I do both, they will be obvious and EPIC! So, for retaining or not?
I don't really feel like grinding out the same achievements again just for Rebellion on Steam. I don't think there's any new ones either.

I gave them a bunch of missions but I couldn't even get past negative. I guess it is pretty much impossible now unless they send envoys, great.
Whenever I try to get a cease fire going with anyone now, it just seems impossible. I use multiple envoys and give them money until I max out the resources given bonus, and my relationship was around 7 or so and I still don't have the option for a cease fire. Am I doing something wrong?
